You're gonna have to be far more specific as to what you're doing and what error you're getting before anyone can help.
Clicked on the download link in the OP, but the Mediafire page brings me to a broken page that says:
Something appears to be missing…The key you provided for file access was invalid. This is usually caused because the file is no longer stored on MediaFire. This occurs when the file is removed by the originating user or MediaFire.

Maybe I've just forgotten how to do this as I've been out of the game for a while, but I tried downloading this and it gave me an error. What am I doing wrong?

So the only thing you can do to get them into a current save game is to import via the in-game editor. It won't overwrite the locations that are already there but it will add the new ones (as well as make some duplicates where names were changed slightly)
Edit: Make sure you are importing them using the in-game editor within the settings tab of your save (and not just in the database, as that only impacts new saves)

Yes you can import them into an ongoing game. You would just have to just watch out for duplicates.
I went through all the steps provided to change the locations in the main data, but in my game it's still the original data and I can't figure out why/how.

It's working much better, but now it tends to clump all it's angles up in the middle of the show, and it always books angles for matches on the show and none for storylines.
This is good though, lets me go through and fix things but gives me a good head start.

When booking an angle with a storyline involved, if the storyline effect is left at Neutral, does that mean that it doesn't add to the success level of the workers involved?</p>
