Is there anywhere in the help book to read about announce team chemistry? Effects, how long it takes to build up etc.

Why wouldn't they? They had nothing to play for, may as well go for 2, why play OT and risk any injuries when a win or loss doesn't make any tangible difference to them?

They have like a whole year to build him up ala Edge the first time around. I don't see why people are down on this, it can be a great gimmick for him and helps write his promo work for him.
