About a six, I'd say. A smaller talent pool with fewer good workers. However, there's only MOSC, 21CW and ROF, so all workers are theoretically available to everyone. As none of the feds start out very big, all of the workers will be on PPA contracts. None of the feds have any kind of pact, so you've no worries about blocks on sharing talent. However, if you play as ROF or MOSC, you'll almost always be struggling to compete with 21CW due to their huge financial advantage.

The US has alot of indy talent that can put on great matches, I'd say it's the easiest continent to rise to Small on (though I've never played in Japan or Mexico so this might not be terribly accurate).

The UK is not too easy to play. I have played with UCR in Europe and that is pretty hard, with the limited interest in wrestling there and almost no talent around appart from that on the roster and UK takent which has virtualy no overness in Europe. The USA scene is probably the easiest. Especially since most of the new workers come out working there. Japan is also pretty good through, i like the scene there more.

Mexico 5. UK 6. Europe As others have noted, the UK and Europe suffer from the double whammy of limited talent and somewhat limited interest. US is easiest because of its ginormous talent pool and Canada is second because most workers who can work in the US, can work in Canada as well (the 'most' part is what prevents a tie). Japan is a bit more difficult but the Loyalty feature largely mitigates that. You have a lot of workers available and even many of the new workers who debut, can work in Japan. Plus, if you get to them first, they'll be pretty much exclusive to you as a result of loyalty (as long as they're under age 25).
