In 05, Backstage workers couldn't be used on-screen without changing their push. Personalities can be. i.e. Usually, the auto-push will make all "surplus" managers and road agents and referees into personalities. But managers pushed as personalities can still be booked in angles while keeping the Personality push.

Though sometimes, if you have a large roster, your booking team might remind you of something you thought of but didn't write down but that's about it. I use my booking team to stash workers I don't have anything for at the moment so they won't complain about not being used (as far as I know, the members of your booking team ALWAYS work on every show). Kinda like pushing them as personalities but without having to listen to them whine about their push. :p

I'm guessing that if it worked the way you say, those people who don't have a booking team at all wouldn't be able to book matches without using road agent notes. Could definitely be wrong but many times, I don't carry a booking team (what do I need their input for? I already know what I'm doing and the way they make their determinations is predictable) and even without road agent notes, matches come off exactly the way I expect them to (i.e. the most over worker wins 90% of the time).
