Question about Regional Wrestling community

For the first time I have decided I want to play a British promotion to see if I can make the first Global British Company. However the Wrestling community is at start very small in most of the UK Regions. Is it possible for the Wrestling community size to rise on its own without me modifying via the editor? Im pretty much unfamiliar with how it works since I have only ever bothered to play American promotions where the regional settings wrestling community size is already at very high levels.

As far as I know, Economy and Wrestling Industry can fluctuate but things like an area's affluence and wrestling community, are fixed (so they don't change during gameplay). So, for example, Scotland won't turn into a 'Wrestling Hotbed' if it wasn't that at the beginning of the game.
