New Promotions Tied To Owners

In TEW07, whenever a new promotion opens, it has no owner, no booker, nothing but popularity, prestige, and a product. That's all well and good, but I think there should be more. In real life, promotions don't just spring out of the ground. They are founded by someone. In the editor, we should be able to assign at the very least an owner for the promotion. This would (or should) only apply to promotions with a fixed start date. Pretty much, when the promotion is created, that person is automatically the owner. I know this could cause some conflicts with contracts or other things, and this could be solved in a variety of ways. 1. Easiest is just to leave everything alone, leaving things to conflict. 2. You can do it where they leave their current promotions if the new one's prestige/size is higher. 3. The promotion isn't founded if the worker is under a written contract. 4. If the worker is under a written contract with a promotion with a high enough level, and the new promotion has a low enough level, the new promotion becomes a developmental fed. There are plenty of other ways to handle this, and I'm curious to what everyone else thinks. I just think it's really unrealistic for a promotion to pop up, THEN get an owner. This could also be extended to the booker position.

This was something that I mentioned because of the 1975 mod. The way I thought would be easiest would be to set the top 3 in terms of owner priority, and if all 3 of those people already own a promotion, it just gets a random owner. I like suggestions #2 and 4, though. Actually, if you think about it, I'm sure owners sometimes leave their original promotion to start a new one anyway.
