titles stuck in low level

I am playing a USPW game, and while my world title is crazy over(%100), all my other titles are in the crapper(50-60% for midcard tag/singles title). How do i fix this? I currently have my midcard singles title on Guide, who is working a feud with Sam Strong. I figured that the B matches Guide is putting on would boost the title, but its still floating around the 50% range. he has defended the title 10+ times, he is gaining overness(gone from a C to a B+ in about 1-2 months without winning a lot of matches, mostly draws and Guide dominating till a DQ finish). He has a B- in momentum.

I don't know how I've done it but almost all of my CZCW titles are as over as they can be. Coastal Zone Championship title has been at 100% since late 2007 a one year 20 defense run by Plague a one year and four month 26 defense run by Steve Flash and a currently over one year so far 22 defense run from Frankie Perez. Coastal Zone Xtreme title has been at 70% since about mid 2007. A run by Snap Dragon, Insane Machine, Plague and back to Snap Dragon each run between 6 and 8 months except the Matthew Gauge which was short like 2 months as he jumped to main event status. I had a huge problem with my Tag team titles until in December of 2009 they landed on The Top Rope All Stars and now by July they've gone from 40% to 65%. And I debuted a new title in may of 2010 and Steve Flash won the tournament for it held a best of seven and some other wins and by July it's jumped to 67%.
