If I read previous entires correctly then yes, as this was a problem before that just because a worker was injured he couldn't be involved in angles. Now with the "Off Screen" angles (The Are you listening entry) you can use anyone on your roster even if they are ineligible to be on the show.

Does this mean that other wrestlers cannot even reference the injured wrestler? Perhaps the follow up question is: Are absences of injured wrestlers and wrestlers otherwise unavailable handled the same way by the 'Are you Listening...' game mechanic?

If I read it correctly, you can reference any worker on your roster, no matter the circumstances. I would say that a worker who "can't participate in anything" would still be mentionable in Off Screen angles, just be ineligible to actually be On Screen, and the same would work for a guy who's currently off working for a company that's better than yours. Correct me if I'm wrong, but I think that's how it works. Pretty sure injured workers not being able to participate in angles is one of the biggest reasons for the addition of this feature.

Why would a guy who's working for a different company or missed his flight be treated any differently to a guy who's broken his neck or his ankle? They're all unavailable. Sure, the broken ankle guy can also appear ON screen, but that's about the only difference.
