Big Dirty
I didn't see a guideline for this in the game or the help file, so I'd like to ask if every smoker/drinker/etc has to be above 1%? I originally thought yes, but from the couple of Cornellverse workers I checked only one had a stat above 0%. And how much is for example 50% drinking approximately? Is the person already considered a heavy drinker or a "normal" drinker?

Sudo_Nym
I think the scale is supposed to represent the strength of the addiction, not the level of intake- some people are just more vulnerable to addictions than others. If I remember the help file (what little there is about this), it controls how much it affects them, how likely they are to quit, and, if they quit, how likely they are to relapse. HHUK
I think the scale is "how much of your life" is taken up by the thing. For example, 100% would be drunk all the time, never off alcohol. 50% would be pretty alcoholic. Anything below 30 or below is college level. ;) That's my perception anyway. If I were a data editor 30% would be acceptable, 15 or below would be quite common.

For every place in the world, those stats seem fine... but for Canada and Ireland, 115% alcholism would be permitable as "scratching the surface"
Sudo_Nym
Except that the scale is only meant to indicate people with an addiction. A casual drinker, who goes out to bars regularly, but isn't an alcoholic, would be a zero on the scale.
Serson Person
yeah, it's almost like... how a person performs "without" the (substance), whatever it be, rather than with it... unless really down the drain, it's unlikely they would come to a show under the influence... but afterwards, with their backstage persona, who knows how they can maintain without it or how long they can go without it.
