It's not really defined in the help file that I could find and it's the one thing that when I'm playing a National promotion drops within two months to put me at Cult which is really pissing me off. Something about your popularity in each region multiplied by each regions importance gets your promotions importance in that region. As for editing your promotion, that is up to you, however in the event you are having problems with the game I suggest you dig through the forum for advice. The game is new, but there is already loads of advice on just the first three pages of this forum alone. I don't intend to keep my pop at 100% I just want to have a realistic experience at National, where if I'm going to fail it's going to be over a period of tested time. I'd be willing to be the problem you are having is related to momentum. In my game I value momentum over popularity and skills. Do you have an idea why you can't put on the shows to keep yourself at national? Assuming you have multiple wrestlers at A and not just one it looks like your momentum isn't bad. Experiment with different placements. My personal fav. is a dark match that would be good enough for the show set to "work crowd." I lead the show off with one of my top matches, set to "all out match." Then I do some LM/Mid card match/matches depending on the amount of matches I'm booking with no specific focus. Then I pull out the big hitters with UM/ME wrestlers in matches set to "work the crowd" before my main event, which is always "all out." If you try enough different card placements you'll eventually find the right combo of worker placement and notes to get the most out of your main event, which will in turn make your cards better. Usually I've been building a bit, having a big match, then having an "intermission" match where I work the crowd with midcarders and then build back up 2-3 matches to an ALL OUT main event or two.
