Hawaii is NOT Puerto Rico West...

Hawaii for some reason is set up witht he same parameters as PR. In the converter Hawaii overness defaults from PR. The second language for all Hawaiian locations is spanish. And there is no spilover from Cali to HAwaii or JApan to HAwaii beyond what all US locations get. Changes that need to be made: 1 - the default locations should probably have Japanese as a language spoken. 2 - Japan promotion should spillover primarily to Hawaii, THEN California and Australia, THEN Vancouver/North West US THEN everywhere else. Currently once you get atleast 50 average in Japan all locations around the world instantly get 17.1 overness which is a bit too well spread out. The same could be said of Mecican promotions which should spillover fairly easily into California primarily, then Mid-South and possibly Puerto Rico and so on. 3 - California should spill into HAwaii heavily (not to mention West Central and Northern Mexico).
