Entertainment skills not improving

For 4 straight shows I have put 6 different workers into pre-segment interviews to up their Entertainment Skills... all had interviewers with skills greater than theirs. So why have none of their skills budged even a tenth of a point?

How long have the segments been? 1 minute segments won't increase the stats

Usually between 3 and 4 minutes so I don't overload the interviewer.

6 minutes is the minimum to affect entertainment skills.

Skill improvement doesn't require a minimum time , at least it didn't in '07, and I don't recall seeing anything about there being a minimum time required to affect skill improvement.
