Must be an explicitly American thing. In schools in the US we have a lot of tests done on Scantron sheets, which are a series of ABCDE bubbles you fill out for multiple choice tests, and they always say in a rather emphatic way that you must use a #2 pencil. A #3 pencil's lead is more likely to smudge once it's on the paper, which could screw up answers on your test form or someone else's when the forms are fed into the scanner.
