(getting a) Development Promotions

So I've just made it to National in my game and am now finding it impossible to get a development promotion. Any suggestions why this is?

 

In games where I have started as TCW or a user created National size promotion in my game I have always been able to get MAW to agree to one but Rip Chord won't have a bar of it in this current game.

 

Do you think I need to keep growing for a bit before I request again or has Rip undergone a personality change in the last few years. Or is some other variable effecting the decision?

If he is blocking promotion pacts, or if the head booker is blocking promotion pacts than there is no negotiation.

I think it might also be effected by the industry levels.

Economy is E+ (falling) and Industry C- (falling)

Not necessarily, certain promotions will agree to be child promotion at the start. So they have not yet the chance to lose money.

 

However if you meant, buying a company to be a child promotion then you are correct:)

It all depends on the size of the promotion as well. If you're just a national promotion, then normally regional promotion won't accept. I'm not entirely sure though.
