It is possible to make an argument that GW has in fact legalized unethical/immoral behavior. Among these might be deception to the public leading to a war of choice. Another might be legalizing inappropriate influence of oil companies in the creation of energy policy. etc...etc. It is also possible to understand the Neocons in this administration as Christo-facists who are in fact seeking a totalitarian state.
