And conversely, among non-punters, the best candidate to punt the football logically would be a field goal kicker. Simply, the specialities both share a common theme of kicking a football. I believe he is contending that a punter should have a higher kicking rating that assigned in the game and a kicker should have a higher punting rating. The idea is that a punter or a kicker could do at least a serviceable job if pressed into action. As it stands now, the ratings are very, very low.
