I tried looking for this feature, but couldn't find it. Where is it located?

I'm assuming it's something the AI controlled companies does - you know, signing a 0-0 Bill Brown instead of some 5-12 loser who just happens to have more name recognition?

That's an AI feature - the player has always had that ability.
