The Ontario Challenge: How do you manage?

I have been trying to do the biggest challenge that WMMA 3 can offer:

 

The Ontario Challenge

 

Make a federation:

-Based in Canada

-With Home Region being Ontario

-Finances almost Non-Existent

-Momentum 0

-Opening at the beginning of the game (January 1998)

-Popularity Unknown in All

-Format Event-Planned

-No Pre-Made Contracts

-Weight Classes and Regulations of your choosing.

-No Lucky Dips: User Character starts 5-5-5-5

 

Its basically impossible, does anyone have any tips to do it?

 

I tried making it be purely Featherweight, with 3x3 for normal fights and 10x3 for Title Fights, everything legal, a 10-count for knockdowns.

Plus, I basically tricked the people I contracted, by giving them 100% at PPV Revenue, at Title Win Bonus, at Title Shot Bonus and at Title Defense bonus, but even then, I can only get about 350 dollars per show and my guys end up costing at the very least 1800 together (I have to contract 6 fighters at least, which is a pain in the ass).

 

I don't wanna give up on this, and I'm sure there's a pro-way to do it, what do you guys suggest?

I didn't have all those requirements but when I got fired from my company I took over CCC who was on the brink of bankruptcy. I moved them to Ontario and built them up and now we are number one in the world as mid level national.
