There are huge spanish speaking populations... according to Wikipedia 20-30% of Cali (as a whole) and Texas (as a whole) speak Spanish... at home which would imply a much larger percentage of people are fluent. I would suspect the southern half of the florida peninsula would also have large spanish speaking populations as well, and, of course SoCal, and SoTex would be even more than the 20-30% that represents the entire state.
