The best way to get them to look at the camera is to click on each eye ball one at a time and go to the parameters panel and select Point At -> 'Name of Camera'.

 

If you haven't already you need to set up a camera in your scene for this to work.

That is indeed the best way. And my 'shoulder' comment was directed at the first image (though it's my personal preference). The positioning was fine apart from the eyes.
