Has anyone successfully added a city (that they then could use to add a team)? There are a bewildering number of columns in the City table. I think most of them are related to temperature, cloud cover and precipitation for each month for that city but it's not entirely clear. The only field that appears to determine city location (and therefore region) is the State column. So it seems that I should be able to copy a nearby city (or at least one with a similar climate), adjust the name, state, pop, square miles, growth rate and city prestige and that would do it.
