Its where near wrestlers can come from. </p><p> </p><p> A child company is what you are referring to. Developmental, like NXT. You can open one thru the Investments menu, then assign workers there, or sign free agents to developmental contracts. How long they need there depends entirely on what needs to be developed and what their starting point is. Workers improve much faster in developmental than on the main roster, generally, but it won't turn a poor worker into a great one in a few weeks.</p>
