How do pop changes work?

I have noticed that in TEW 2016 as well: It sometimes appears as very random how pop increases for my worker work out. Some of the time they just work as expected. A more popular worker puts another worker over and that worker gains a good amount of pop. But now the following happened:

 

On my CWA PPV Jack Decolt having 92 pop put over Aaron Knight who had 85 in some areas and 77 - 82 in other areas of Canada. Knight went over clean at the PPV Main event. But his pop only increased by one in two areas and stayed the same everywhere else while JAck DeColt lost 7-8 pop all over canada. Whats causing this? Knight's momentum is white hot.

 

I noticed that in TEW 2016 I sometimes also had that happen, when there was already a bunch of guys gaining pop in the mid card. Is there maybe some kind of cap to how much pop can be gained by the workers in obe event?

There is a pop cap going on with some guys, they can only ever get over so much with the cos of the ‘billy Gunn effect’

That being said, I have John Morrison at 71 pop vs Jericho at 85 pop Both be like very warm moment. Match scores 91. With Morrison taking a clean decisive victory on a PPV and he doesn’t budge not by one point anywhere. This surely gotta not be working right?!

I am also scratching my head about this.
