AI booking of loaned and borrowed workers

Throwing out a suggestion, if there is a chance that something can be done to lower the frequency of the AI borrowing a worker from an Alliance who is vastly more over than anyone on their roster and then jobbing them to their roster members. It seems to happen a lot when trying to set up anything similar to the NWA in real world mods. For instance, NWA Wildside (25% popularity in South East US - with their entire roster at that, or under) has borrowed Scott Steiner from the NWA (70% pop across all of the US) - and proceeded to use him for a 4 episode TV taping where he lost to Slim J (19 SE Pop), Delirious (19 SE Pop), Ray Gordy (21 SE Pop) and Rick Michaels and Tank (27 SE Pop each) in a tag team match where he tamed with Iceberg (27 SE Pop). I understand that these workers are considered "stars" within the confines of Wildside's size and popularity, and AI will probably want to job the bigger star out to boost the popularity of their own workers, but they probably shouldn't get away with doing it a majority of the time - especially when the difference in star power is so vast.
