Title Change Frequency & Maximum Popularity Limit

TEW 2020 has frequency for how often a title is defended on different shows (Events, Tour, TV) and I feel like the ability to tell the A.I. on how often that a title should change hands would be super useful, especially for pre-80's saves where territory's top titles would change very rarely.

As well, I feel like having the ability to set a popularity limit for certain championship could prevent a random champion from popping up and ruining some players immersion in their game world.

1. Already covered under the Business section of a worker. Under the "As Head Booker" subsection, the booker has a setting for title reigns. If you're seeing things you shouldn't see, then adjust this to your liking.

2. Also covered by titles being Primary, Secondary, and Tertiary.
