A good Lesser show can still close the gap by getting bonuses for a good card, etc, but that tallies with how things work in reality. Obviously the smaller the attendances to begin with, the less important the 25% reduction is, but again that is consistent with reality. From what I’ve seen the shows tend to be still around the same attendance levels. For instance if there’s 10,500 for a normal show 9,760 will be there for a lesser show. If you're putting on a good show for the Lesser show I don't see any reason why it shouldn't end up close to a medicore or poor Normal show - it means the booker is doing a good job and / or using their talent well, and the fans are recognising that.
