How do you make a promotion with more angles but no forced storylines?

Just wondering, how would I go about making a promotion that is like 60-70% matches but does [i]not[/i] require storylines? Oh, and a side question: why does interference in a tag team match not move unchained stories a step? Example being if I have workers A and B in an unchained storyline, and A and C has a match with D and E, and A loses due to interference from B, why does the unchained storyline not evolve?

I don't know why you would want to have no storylines required anyway with a match ratio that large. It's hard enough to fill that time using strict storylines anyway. Oh, and for your interference question, it's been that way before and I don't think Adam will change it. He'd have to personally say why it is that way, but I would assume it's not intentional but rather a design limitation.
