Quick question,
I always use freestyle angles.
I'll use my game for example;
I have Orton with Lagacy, (Rhodes and Dibiase, Pop are like in their 20s)
If i do a promo lets say
Triple H, Orton and Legacy, Can i just put Rhodes and Dibiase not rated so i don't mess with my rating. Will they still gain pop or they absolutely need to be rated if they want to profit for beeing in the angle?

Did some extra work on balancing child company popularity vs. that of its roster
What's this change?
I haven't played my WWE save in a while, but my Dev's pop was fine, they used to cap around 50, when i'd call them they we're ready for a decent debut.

I have a long save where I run 7 child companies. I’m in a scenario where money’s gotten rediculous so I just purchase companies I like when they’re going out of business (I’m approaching 6 years on this save).
It took about 3 years in game, but I stopped signing new talent to my main federation. Now I do “call ups” and pull in young talent.
It’s helped develop someguys I could never get over immediately in Japan. Like David Stone. I always end up bringing him over and it takes forever for him to take with the Japanese fan base. This time I sent him to a small North West fed that I relocated from Ontario. There he became champion and hit 60 pop in 9 months time. Once I realized that, I rebuilt the way I ran child companies and started pooling potential talent.
Now I have a problem where there more complaints to join the main roster and I’ll send them to another child company where they’re least popular.
If you're super rich, just give everyone in ur Dev some bonus $$. They will become happy and stop sending you email about call ups. That's what I do in my WWE 04 Game (im in 09) I have guys like Raven/Dreamer i keep there, cause i got nothing for them, but don't want to release them.

Bret at Starrcade which Pillman won as shown above)

That’s a good idea... I have a lot of garbage tag teams, the Godwinns, Cam-an Express, the New Blackjacks, I also have the young Hardys, Edge & Christian in development, I could always form the New Age Outlaws, but they’re all a MILE off Owen & Bulldog! Probably why they held the titles so long in real life... also, in reality they faced Vader & Mankind at Mania, but I’m having those two face each other with Mankind turning face.
Another situation I don’t like is that Bulldog now holds TWO titles, I always hate when that happens as I want them both defended at Mania. So he either drops one or does double shift. I’ll probably go with the former, possibly to Ken Shamrock or Rocky Maivia.
Can't you sign any good Tag Team from another company?
In my 2004 game, for my Tag divisions i signed a bunch of good workers from the indy. It really helped to build my midcard scene.
