System Error the execution can not proceed because elicen40.dll is was not found

i get the message to update with 1.25.... i download it from the forum as instructed, but i receive an error with that download... without that update i often times get locked up at the conclusion of an event. I'm open to any suggestion including uninstalling and downloading again. I love the game, but right now it's unplayable (at least for me)

This game isn't working properly. So many errors. Probably related to the update that won't load, i'm getting error messages from that as well.. would welcome help on how to get this game working
