His gimmick is not dependent upon his race - he's really just a generic business man character in essence, and that's something that can be played by anyone. Just because he gives it a minor tweak so that people don't think he's an Arab after the whole Hassan fiasco doesn't mean his gimmick is different enough from the generic form to require a new entry in a gimmick file. You're probably confused because he essentially represented Japan, due to being a sumo and being managed by Japanese flag-waving Japanese manager Mr. Fuji.
