There is a limit to how much they can learn while in development, the rest needs to be done through matches and in-ring experience. Some guys can still improve a lot, but a negative personality will also affect how much they want to go to development. Egomaniacs have a tendency to think they are already too good, for example. Didn't improve much in two months, but he didn't bitch when I sent him there. I've always taken it to mean either they dont' want to go for some reason (which means they won't try very hard and therefore won't improve) or they just don't have much room left to improve.
