In my USPW game I made liberal use of some guys flooring out at D- (or guys with overspill from abroad that has a similar effect) to elevate my rookies up a bit. The cap is determined by destiny and what they start with.</p><p> </p><p> There is also an spillover bottem. For instance Eisaku Hoshino has A in Japan which gives C+ in the US as long as the match is not televised/ppved in Japan it will not go below C+.
