Vince McMahon had a point. Wrestling is HUGE in Mexico right now. But why send all your stars down there when you can get some of the local talent for less, and bring them to international stardom? Vince's first task was assembling a list of reliable talent that were currently in Mexico, as well as sending down WWE talent for sporadic appearances, so his roster had a good base...and for that, he'd turn to a promotion that the WWE had once worked with - AAA. McMahon knew a list of names that he'd previously employed, albeit for a few shows. Certainly given the current economy in Mexico, they'd jump on the chance for a guaranteed pay day, and given that this requires no traveling outside of the country for the homegrown talent, it's a win-win. Vince made his first few phone calls. Juventud Guerrera said no, but he wouldn't rule out the possibility. Next on the list was Nicho "el millonario", or Psicosis. Nicho jumped on the opportunity, and quickly got several members of the AAA roster on board, such as Xtreme Tiger, Crazy Boy, and Joe Lider. Vince seemed confident that the promotion would be a success. The names started to pile up. Abismo Negro, Ricky Banderas, Chessman, Cibernetico, Kenzo Suzuki, X-Pac. But one star would guarantee that this entire venture would be a success, and that not only would this succeed in Mexico, but he had potential to draw in the United States as well. The star in question - CMLL's golden boy, Mistico. Mistico had to exercise caution when meeting with the WWE, but once he came face-to-face with the contract, guaranteeing him far more per-year than CMLL ever could, he didn't even hesitate to sign. WWE opened a Mexican website unlike it's American site. It was clear that this was a new WWE brand, but there was no mention of RAW, SmackDown, or ECW.. On this site, several dates, both in Mexico and the southwestern United States, were listed for upcoming events, and with Mistico's face staring back at those who logged on, it was a done deal from the start. WWE was well on its way to conquering a key market, and there was absolutely no stopping them.
