I know the mods around the late 90's include a good amount of celebrities as user characters like Adam Sandler and such. And some of the RWM's being released monthly include a few like Jon Stewart as user characters. However I don't think there's really a mod that's heavy on celebrities. Like Dave Scott mentioned, other than some user characters, most mods don't have tons of them. And if you just having them show up to do a segment or two on a PPV rather than actually being in a match, you can cover that in PPV options rather than actually having them in the game as a character.
