Started in July 2016 and now 6 years on, the new workers that have spawned don't have a picture. I was imagining they would come with some random pic. The default database comes with quite a few pictures for regens, but eventually it will run out, especially for certain minorities. Some mods may not come with any Free Pictures (the area used for newly generated characters) at all and so all will be given a generic blue headshot.
