A choice was made for the FOFC-BBCF league to use 1-20 for ratings and 1-5 for evaluation. The rationale was that 1-100 took too much of the guesswork out of the equation, since most of the time a player with an 76 rating would be chosen over a player with a 72. But with 1-20, both players might be listed as 15, which makes the coach do a bit more research before making a decision. That is why it can be a big deal. I think it was the 1.10 release that moved this setting from the initial setup screen to an in game option. It should be changeable for single player, but should be an option to lock for multiplayer.
