CWA and TCW seem the most suited as far as the in ring apart from the fact that there are penalties for hardcore type matches and anything contraversial or risque. Of the three that come up when you search for ROH in product search, it's the only one without "fans will be upset by dangerous, controversial or bloody match types", although they have "deathmatches will be penalised" and "dangerous match set-ups will be penalised". (Not 100% sure what level of injury risk that relates to, though. Maybe just high/very high, which would allow basic hardcore and similar matches?) Brief testing suggests that with that product you're only limited from using very high injury risk/content risk matches, I got warnings from my road agent for those but not for having a high injury risk/high content risk match.
