In the case of small companies: signing workers like that would basically mean that your organisation will resolve around them, and they might not want to. TNA signed all "popular" workers back in 2004 and it arguably damaged their product. It's really not always as you think that signings purely based on pop are a no-brainer. And there's the "Worker X thinks your company is too small to work for" response. So, if the company's too small and can't afford that big star or the big star thinks the company's too small, they may stay unemployed unless a foreign company that's Large or bigger wants to hire them (which I'm thinking would depend on the worker's popularity in their home region).
