So, a move with a frequency of 99% is almost guaranteed to hit every single time. The success rate is how likely the move is to end the match. So a move that has a success rate of 25% should result in a successful pinfall or submission once in every four attempts. Some moves have a success rate that is only active when the opponent is vulnerable. A wrestler becomes vulnerable when he is stunned, has absolutely no momentum, and is in Danger levels. The word vulnerable will show on-screen next to Status." Quoted from the game's FAQ which installed on your computer when you installed the game... might be a good idea to check it out.
