If you hired someone on much more pop than your current roster, you'll probably find they will be much higher up the card (perception). Namely a worker's momentum: I signed a worker from another company who came in as Well Known with roughly 92 pop worldwide, but they hit Star and Major Star the moment I got them any sort of momentum.
