Which is a feature that enable workers to become loyal to certain feds (and thus is far, far less likely to accept a deal that will mean he has to give up working for that fed, such as a written deal or touring contract), or become a 'freelancer' which means he works for many feds, and never stays long in any particular place (in game terms, he'll only usually sign short term contracts).
