I'm wondering if it's because my PPVs are broadcast in Canada as well as Japan, where my workers aren't as popular as the places I hold my shows. Basically, it's a lot simpler than folks think. We now have overness descriptions or titles, yes? If you're a National promotion, you should have a good deal of National Workers or National Stars. If you're International sized, pretty much your entire main event (all 8+ of them) should be International Workers (if not stars). This time around, it's a lot easier to outgrow yourself. That is, grow faster than your workers' overness. If you concentrate on raising pop in only important (90%+) areas, you can grow really quickly depending on your product.
