What am I doing wrong

So I'm playing with a real world mod as WCW and want to run house shows. Im looking at my contract overview screen and everyone (except for Disco) is on a written contract and working house shows. However, I'm getting the message that says I dont have enough active wrestlers on written contracts to run house shows what am I missing?

Just a guess:

 

Schedule -> House Shows -> View Roster

 

How many people are listed on the LEFT side of that screen? That's what matters. You need to manually assign workers to do house shows sometimes. Then you need to set a house show schedule (what days per week, what regions in the loop, etc).
