Depends on the prestige of the belt. Some-one more knowledgeable than me will probably know the exact boundaries, but a title with high prestige acts as a main event title, average prestige = midcard, and low prestige = Low level title. These are just off of the top of my head. Don't have the game with me. As FlameSnoopy said, these are correct HOWEVER, it might be best to wait until 71 since the game rounds displayed numbers. So your 70 might actually be 69.6-69.9 (or 70.1-70.4) so waiting til 71 might be a 'better safe than sorry' measure (since it's guaranteed to be over 70.1 if 71 is the displayed number).
