I was just wondering what was the in-game difference between active and semi active workers

Not 100% positive, but unless they actually have an in-ring push, I don't think they'll show up Time Decline. So, you'll have to check the dirt sheet.

No matter how over they are, they don't get angry if you don't use them on every show.

It's primarily used for morale / contract purposes so that the game can recognise that they're no longer full-time.</p>
