How do I stop new workers from being generated?

I am playing a Real World mod. Where is the setting to stop fictional workers from being generated? I only want real life workers to debut. Thank you in advance!

Unfortunately this year, they made it harder for that. Best thing you can do is disable all dojos

Options page:

 

Set Regeneration to Disabled.

Set Auto Fix Imbalances to Disabled.

Set Picture Requirement to On. (make sure there are no entries in the Free Pictures section of the mod, or alternatively delete any pictures that may be used as Free Pictures from the Pictures > People Folder itself)

 

Save Settings.

And this allows the user to take advantage of Dojos and Performance Centers without workers generating? I love the idea of PCs but I haven't used them yet because I don't want generated workers.

It should do (I think?), but if you create a Dojo/PC then when you go into Training Facilities in the Office there's a button to disable graduations which will definitely stop anyone "fake" appearing.
