I've always counted on SWF poaching my prospects, developing them in RIPW, then releasing them after sitting at the bottom of the roster for a year or so. They only start with about 6-8 wrestlers at RIPW, don't they? The AI doesn't seem to hoard talent in development the way that actual users tend to. While three DOES seem a bit low... yeah, they don't hoard like human players do, and it's quite possible there's a legitimate reason they don't have many folks under developmental deals. Maybe there's no one they currently want to both with available to them, maybe SWF doesn't see it as financially sound to bring in more people... a number of factors could be at work here.
