I usually go for perf>pop, so if you can't get a great match at any given point, you ain't going anywhere, pal. More than once did I give a title reign as a prize for hard working workers. Secondly, is he over enough? Now this isn't always the most over guy, but as he's the number one guy when he holds the belt, he gotta be in the top 5-7 crop. Lastly, do I like him/her? I have an outline of what I want to accomplishment and what I want to do with people, but that changes based on the reactions they get and the feedback I receive.
