A combination of several factors go in when I choose my champ.

First and foremost: Can he WORK? I usually go for perf>pop, so if you can't get a great match at any given point, you ain't going anywhere, pal. More than once did I give a title reign as a prize for hard working workers.

Secondly, is he over enough? Now this isn't always the most over guy, but as he's the number one guy when he holds the belt, he gotta be in the top 5-7 crop.

Lastly, do I like him/her? Very simple, if I don't like you, I don't wanna see you with my belt, capisce?

Ultimately, the audience chooses the champions.

This goes for me too. I have an outline of what I want to accomplishment and what I want to do with people, but that changes based on the reactions they get and the feedback I receive. It makes zero sense to push a story the exact way you wanted to, if it isn't getting the in-game results you wanted.
