The Rock and Mankind probably has insanely high psych and their pop probably starts through the roof. I'm also guessing that The outlaws have max experience and great chemistry that poored bonuses all over this match and that was enough to push the rating to a 100. He is never going to be the guy calling the matches atleast not for about 8-9 years but with the other stats being so high he could be the guy in any fed.
