In the first two years of a new game you will get a greater than typical number of retirements due to their being so many people who the game sees as "should have already retired" which is why there are so many mass retirements early on. With the death code being linked to the same number, you also get a lot of deaths as a result, particularly if someone has things in their Lifestyle section that has a negative effect on life expectancy (Hard Drugs in particular).
